yes well the Elder Seedseer Kanna-E-Senna also wears the same as she did before the Calamity and I think most other NPCs that existed before the Calamity also have the same thing on, but that doesnt mean we wont see the outfit Raya-O-Senna has on as something we can obtain

it's not an item in the game, if that's what you're asking. Most major NPCs get unique appearances.

Why do YOU respond like this is a better question?

FFXI NPCs have had unique appearances throughout the game, it's important for NPCs to have distinct appearances. People shouldn't expect to be able to imitate every major character in the game.

After I did the Warrior job quests, and recieved my AF, I thought all the Job quest NPC's, would be wearing the AF, since thats what the Warrior NPC did.
But sofar, after lvling DRG, BRD and now WHM, the Warrior NPC have been the only one standing in AF, in costa del sol.

What do the quest givers for Monk, Blm and Paladin wear?

MNK one isn't even a MNK himself - he's a researcher for the ALC Guild and wears a lab coat(?) I think. BLM questgiver wears actual BLM AF but ironically in the traditional BLM wear colours from past FF games (blue robe, tan-coloured hat and blue and white striped pants). PLD questgiver is in partial PLD AF (bodypiece only), but that's because the PLDs are Ul'dah's special guard unit the Sultansworn and their uniform is PLD AF, with the questgiver, Jenlyns, is their captain.
