Yes we are. They are including all of the patches in each other. 1.17 contained 1.16, 1.16 contained 1.15, 1.17b contained all of the updates before it up until (using the proper usage of that phrase unlike SE) the December patch.

If we were then way is each patch going " Up then down then up then up"? if they were ALL increasing within each patch I would agree with you, but in this case its not
