Why does the ferry require an airship pass, anyways?

Is there a reason why you can't use the ferry until you get an airship pass?

I admit, this isn't the most pressing thing to focus on for the dev team, I expect. But it does strike me as weird.

Here's why I'm irked: I like having alternative characters and I like playing them and leveling them up and whatnot. I'm also sort of a completionist, so I like getting achievements and gear for em when I can and I have time to kill.

So the Halloween event rolls around, and since it requires me to go to all the city-states, I'll need to run them from town to town. Okay, no problem, I'll just go to the ferry and... oh wait, I can't, so I suppose I'm locked out of doing the event on alts unless I try to blitz em all to 15.

But why is it set up this way? It strikes me as odd that if you have characters starting in Limsa, you are basically locked to Limsa, unlike if you start in Grid and Ul'dah, you get access to a full four regions to explore.

It is strange. It wasn't like this in 1.0 and afaik they never gave a specific reason as to why Limsa is locked. Lore is the only reason I can think of....

The first quest in the chain is level 1, to get the shroud, but subsequent quests for the candy pieces is level 15 as well. I imagine this will be the standard level for event involvement in the future for any rewards that take traveling to all continents to unlock.

Exactly my point in the other thread regarding the All Saints Wake. I really hope this is changed in the future....

Well I presume the reason why the ferry is restricted til you have your airship pass is it's sadly the same idea as 1.0 had with the much-lambasted 'Fatigue' system - it's designed to force players to complete certain content first (in this case, complete the main storyline to the 'envoy' quest which unlocks the airship). It's basically 'gated' content.

Having said that though, it's not like it's too difficult to get to level 15 and complete that main questline to get airship access - you can easily get level 10 in a little over two hours, and the Halloween event doesn't end for another week so you still have plenty of time.

I think they added it in to prevent to many Summoners at launch. If you started in LL as Summoner well you wasn't everywhere at once, and most other people once they got to that point in the main quest they may wish to continue it.
