I'd make a guess and say it's a virus. It's hard to say where it's originated but it is doubtful one guy made 1K characters in a 24 hr span. Sounds like a trojan that infects clients or something.

Its most likely a RMT "company" manned by many people. Highly unlikely one person is conducting an operation of this scale by themselves.
