I have the exact same problem and I think OkY is correct in what he said about when the characters were made, as I've seen other people with this problem coming to the same conclusion. On top of that my friends have no problem transferring characters that they've left un-touched before the free transfer period.
After I remade my 1.0 character, as per required, I tried to transfer it to the server that all of my friends are playing on and I ran into exact same thing Imhugi is having problems with. I've tried every avaliable web browser at different times of day for the last two days, even on different computers, and I still end up with the same "World Transfer service is unavailable" message when I try to proceed with the transfer.
I meet all the requirements for World Transfer and my character is from 1.0 so that the 3 day creation limit shouldn't be a problem. My destination server has been open to new characters as well so I don't think it's a congestion problem.
I've sent in my inquiry ticket but they say that they only respond on business days and I really don't want to have to spend the hefty transfer fee because the system decided to bug out.

Update: I just got a response from..."Template@Sheet" of the XIV Support Team :/ and they replied with the following message:I really don't think server congestion is my problem since, like I stated before, my friends have had no problem transferring characters that were made or modified before the free World Transfer period. Also, wasn't the email service supposed to put me in contact with a real person?Thank you for taking the time to report difficulties with the world transfer service. We understand that congestion due to a large number of requests is causing a number of issues for customers, including worlds not appearing for transfer and characters not appearing to be transferred. We are currently investigating these concerns to try to resolve these congestion issues.
Since these current difficulties are related to congestion of the servers, we recommend trying again at a later time when the world transfer service may not be as congested. The world transfer service will remain free until Tuesday, October 22, 2013 at 01:00 AM PDT, and attempting again between these times may allow for a successful use of the service.
Thank you for your patience and understanding as we work to resolve these issues and process all of the requests being made.

Edit: If anyone else is having this specific issue, please speak up because it seems like tech support is only chalking it up to people whining about high traffic and I really don't think that's the case.

I had the same response from the support, and no, it's not the congestion at all. It's definitely some type of error and I do think it's because my character was made after the transfer begun. This is down right frustrating. I'm basically left out from playing with my friends just because I decided to buy the game at the wrong time. I would have rolled on the destination server from get go if I knew this would be a problem. Only reason why I rolled it on other server was because the destination server was restricted from new character creation during prime time and that would mean I had to get up in the morning to make the character.
The whole transfer guideline doesn't say anything about newly created characters (other than three day mark) so..yeah, it's kinda misleading.
I'm not too fond of how they're handling the support contacts either. Seems like they don't even read it and as soon as they see 'transfer' they just copy/paste the response.
This is probably the issue with one of my characters since I made it around the time it started, but over 3 days have elapsed and it still cant be moved.
Personally starting to really regret ever getting this game if the support's like this. The least they can do is look it up and give solid answer.
And....I'm out. 4 days of trying with nothing from support, not even a canned response! Can't play with friends now on top of everything else, and I thought SOE's service was bad! Left my account active until the end of the month in case they decide to admit they had problems and re-open transfers, but cant see paying anymore with this kind of service.
Yup, in same situation here as well. Not at all happy with how they are handling this. (or lack of)

At the recommendation of my friend I sent a response to the robo-mail explaining that I didn't think the problem was server congestion and that it was more likely to be a problem with the character. This is the response I got at 1:25 AM EST:Not sure why my response got shunted to the GM team cause all they did was point me back to the place I was already asking for help in.Hello and thank you for contacting the GM team.

Because of the nature of the situation you are having with world transfers, we recommend you contact our Support Center by visiting http://support.na.square-enix.com, and choose FINAL FANTASY XIV. You can search for possible resolutions in the Knowledge Base, or click on Contact to begin a help request. Representatives are available Monday through Friday, 9AM to 6PM Pacific Time, and will work to provide you with the best possible resolution. If this is something tied specifically with your account, they would be able to best help you in this situation. We apologize it is not something we can investigate ourselves but they would be happy to assist you.

My friend whom happens to have been a long time XI player insisted that if I was persistent, tech support would eventually come through. I really hope he's right cause this is kind of killing my enthusiasm for this game.
I've sent another response going over the important details again begging for any kind of real help in this matter. I wish everyone else luck as well.
Well, I got a couple of emails from customer support this morning:and I guess they considered the second support ticket I'd made a couple days earlier an agreement response:Thank you for contacting us for assistance with properly moving characters between worlds on your account. We understand that there are limitations and congestion issues, and this can cause a number of troubles we would like to help you resolve.
Having reviewed your request and your account, we will be able to assist you with transferring your characters according to your request. However, we would like you to understand and agree to the following restrictions before we process this request: [the restrictions they originally listed with world transfers] If you agree to these restrictions, and have made any corrections to meet them, please respond to this ticket or send a new ticket noting your agreement, and we will begin the world transfer process. This process may take several days to complete from the time you submit your response.
Thank you for your patience and understanding, and we look forward to hearing back from you.
