Yes because with a social group/mob who clings to mass amounts of members to flourish and diversify the number one priority is to stagnate or not keep expanding once all your current community members are together. Perhaps your mob group won't grow, but there's others complaining about applications they can't accept because they're just too big.
Rarely have any of the goon/mob guilds in previous MMOs reached an equilibrium and stopped growing. There's always new members like locusts to grow the swarm.
