    They really need to do something to get people out of the duty finder and interacting with others on the server. The duty finder is pretty much the root of all of the social issues this game has right now.

    Maybe some kind of locking mechanism that the entire server needs to work on to open up which then opens another end-game instance. It only stays unlocked for a period of time after being unlocked then it starts over again or you could setup something that allows you to extending the unlock by achieving certain goals.

    Obviously the unlocking process itself would offer rewards as to promote every type of player to participate.
