I am going off the fact that you are defending someone that wants gear to be retrieved faster from simply grinding tomes... and the myth cap increased to access the highest lvl gear even faster.
Why are you giving so much credit for grinding tomes?? That **** is a joke because anyone and their Mom can grind tomes. There's a reason why not everyone makes it to turn 5, yet the amount of people that complete the myth cap is basically the whole server population... You are only going considering the time invested into grinding tomes. I'm going by actual merit and ability, and skill. It takes no skill to grind tomes, and the amount of time and stress to grind is NOTHING compared to defeating a hard raid that requires at least 8 people to be in perfect coordination. There should be no lvl 90 gear available except from coil, but they have made it available for anyone with a pea brain that can do AK. In conclusion, this token system is not necessary and should not even be used. It is just free "give me" system that allows more casuals to eventually get geared with no hard effort. Even the the relic quest is a bit too easy, and I believe that there should have been more weapon options before the relic was even possible to achieve. Probably beat Coil, then you can get a relic would have made more sense. It only takes 3 weeks to basically achieve the best weapon for your class, go figure. All you have to do is beat a Titan lag-fest fight with 8 non-retarded people.
To conclude this and TLDR, yes it is considered work to grind tomes. But, you must realize that anyone can grind tomes, and it only takes a few hours. A raid takes a few hours as well, and even more when a FC is learning the fights. Which one requires more work? Getting 8 people to learn multiple fights with multiple mechanices, or running a dungeon mindlessly with random people for a few hours every week? Hmmm? Who wants less work for the same reward? I wonder.
