1: When you get close to cap, just delete the oldest ones. Those accounts are likely banned anyways.As of this post, I'm sitting at 64/200 on my blacklist. Every one of them is a gold farmer who has either sent me a /tell or on /yell. When my blacklist hits 200/200, I will have a problem. It seems that they're not deleting the toons anymore and the list is starting to fill up.
2: They don't delete characters when they ban accounts. Just because a name doesn't show as (deleted) doesn't mean that it's still active.

Here's what's happened when it says, "(deleted)":
The account is stolen, and the RMT create a character on that account to spam or do other things necessary to operate their business anonymously. Before they logoff that account, they delete the characters they made in order to cover any tracks. They don't want the real owner to know someone else has been using the account, and if the real owner sees characters they didn't create, this is the first warning sign. So long as the real owner does not know, they likely won't change their password, and that account will still be used by RMT until subscription runs out or it gets banned.
