Because badge gear isn't supposed to the best path to BiS. It's there to supplement bad RNG regarding boss loot.

Good god you are daft. Welfare is for people who can't do anything for themselves. The OP is saying why should it take 2 weeks minimum to get anything? Casual players would take the 2 weeks regardless maybe a week and a half if the cap wasn't there because they wouldn't have time to put into the game. Hence the term casual. Hardcore players would be able to get all their AF2 pieces within a month which they aren't able to do now.
Welfare is when you get something for free without having to work for it. Last I checked, if you got rid of the cap, you'd still have to earn the tomes from doing AK runs or whatever form you choose to use for your myth tomes. You saying that this is welfare is basically like saying your paycheck for the work you did was welfare. Terrible argument and makes you look like a douche.

Here is a form of welfare and what happens when systems go wrong. This is free handouts taken to the extreme.

This just in: now there is such a thing as a hardcore newb.Good god you are daft. Welfare is for people who can't do anything for themselves. As other people have said: want to work for your gear and get them faster? Run and clear coil.
Who cares if there are hardcore noobs. That has nothing to do with casuals. Besides that's still not welfare. There are hardcore scrubs in every game. There always will be, they will be mixed in with the regular hardcore players. So it's really "not just in". Besides that has nothing to do with other people, just themselves and the other hardcore individuals that are stuck playing with them.
These hardcore scrubs are still capping their myth tomes out along with the regular hardcore players. By raising the cap or getting rid of it won't stop that same progression.
As for why there's a cap it's as other people have clearly stated in other threads. It's an artificial cap to force people to sub so they can cap their myth tomes out on a weekly basis till new content.
I would argue that the cap is a motivation (and the only reason, even) to run coil.
I don't see the cap as "forcing people to sub." People are not going to sub just because they want a piece of gear. If the game is not fun, then having or not having that gear makes absolutely no difference.
The point, earlier, is that your definition of "work" and other people's definition of "work" is different.
Well yeah, everyone has their own reason as to why they sub. A good chunk of people in the other thread said they would just log in to run AK to cap out and then log out for the week. Everyone is different in terms of how long they're willing to put up with that. Seem's like a good amount of the people on the forums which we all know isn't the majority would still do this method even though they hate the myth cap.
As for work, regardless of what people say is "work" the fact of the matter is this. If you have to expend energy to do it, it's work. Yes even sitting and stuffing your face with cheesie poofs is still work. Now, when someone labels something as "hard" that's when it becomes subjective. Hard work can differ from person to person.
But to say that someone should work for their gear they should do coil isn't necessarily true. Especially given that groups now are more selective about the equipment you have. Mainly having all DL and relic or relic +1. Some I'm sure have gone as far as to say a couple AF2 pieces. So now in order to run higher level content people have to work in order to get some AF2 before some groups will let them into coil. Yes I know they can make their own groups too, but that's besides the point. Work still has to be done.

Any word on what the new cap is after maintenance?
the best gears can be obtained from grinding points in AK, it's already too easy.
