ok so i have been wondering this for awhile i have a lvl 50 pal my shield is lvl 42 has 180 block strength and 37 block rate why is it i cant find a shield that is better beside dark steel all the lvl 50 shield have no block strenght just block rate why is that you would think a lvl 50 shield would have both good block rate and block strenght

You only have a few options if that's what you're looking for:

Darksteel shield from WP

Scarred/Kite Shield (HQ)

Relic/+1

Because the ones that do have both are the highest tier'd ones, IIRC. Up to 50, based on research I have done, you have to choose weather to go with Tower shields that have high blocking power with low frequency, or the paltas (bucklers, etc.), that have low strength but high frequency.

ok that explains that but why is there a tower shield at lvl 50 with high blocking power and alittler high block rate that my lvl 42 i shouldnt have to jump straight to dark steel or relic

Just get DL from WP, or Relic.

Darksteel isn't what you want unless you have someone who can make it for you. You want the Darklight Kite Shield, from Tonberry in WP. You don't necessarily need it, but it's a great shield for completing the primals with as the block rate and block strength are even. You could also get the Cobalt Bladed Lantern Shield but that also needs to be crafted and is still a bit expensive on the MB.

Just get DS from WP, or Relic.

This isn't really an "or" thing. If he's got a level 42 shield, that means he doesn't have the Relic shield. Which means the choice between DS Tower and Relic... isn't really of his concern atm. Unless you meant DL, which is even worse since Relic is insanely better.

Because there just aren't that many tower shields in the game.

And honestly, Kite shields have several advantages over tower shields, same with hoplons.

Thanks, always get them confused (and never did see that damn thing drop lol). As for the Darkshield Scutum, I purposely didn't include it since you've got to not only HQ it, but meld the hell out of it and given that cost you'd be better off just paying for a Titan kill and getting your relic.

cool thanks yall guess im going to WP for the dark light shield seems to be my best bet and cheapest route
