I used to suspect that as well, but there are times it's just not on my feet and i can continue DPSing, and sometimes weight is on an area no one is standing.

This is because the order of his cast is
1. He looks with his beady little eyes where everyone is standing.
2. He decides to destroy the puny mortals and begins casting weight.
3. The puddles finally appear.
4. Someone invariably "lags" and dies a horrible death.
The key here is that between 1, 2 and 3, people can move and titan will still puddle where they USED to be, when he decided his arbitrary cast.
So that the puddles always appear under someone, but if they move between the time titan takes a mental snapshot and the time the puddles appear, it will seem as if the puddles spawned not under someone.
You can use this to your advantage...for example, in my titans, I have memorized the puddle times (really not that hard actually), and call out to the raid. Then, people move before the puddles appear, and everyone has less to worry about.
And just FYI, the puddle appear is...
1. Before first jump, no puddles.
2. After first jump, puddle immediately, then puddles after every set of stomps.
3. Puddles after every landslide
4. (Heart Phase) puddles after every landslide.
5. Puddle after stomp, and after every other mountain buster, in a repeating pattern.
This. After his first jump, I always run to the opposite side of the platform until I see Weights. It's frequently where I just ran from, because he cast it on where I was .3 seconds ago (or more)

Like others have said staying flank and keeping up DoTs is solid dps for MNK, occasionally going rear for Boot and IDs is ok if your healers are accustomed to the fight.
Also its ideal to save Perfect Balance for the Titan Heart since you will probably lose GL3 during the jump, building GL3 quick during that phase helps loads.
Also as melee you can pretty much stay in melee range for Titan 100% of the time if you know his attack patterns well enough.
