No, percentages are additive in this game, not multiplicative.Isn't it like if Steady Hands "Improves action success rate by 20% for the next five steps". Then it means that if "Hasty Touch" has 50% success rate then you multiply it by the 20% improvement and you get 60%. So it doesn't give +20% to success rate, but it improves the success rate of the skill by 20%, hence the 10% increase in this case.
