Isn't it like if Steady Hands "Improves action success rate by 20% for the next five steps". Then it means that if "Hasty Touch" has 50% success rate then you multiply it by the 20% improvement and you get 60%. So it doesn't give +20% to success rate, but it improves the success rate of the skill by 20%, hence the 10% increase in this case.

Do or do not, there is no try.

Wrong. It adds 20 percentage points. Your success rate with Hasty Touch with Steady Hands up is 70%. The tooltip text on the buff icon is incorrect; this has been acknowledged by SE. It's not the only buff icon with incorrect text. You should always go by the action description, which is kept up to date better.

The best way to test this is to look at Standard Touch, as this doesn't subject you to trying to parse the variances of the RNG. I have never seen Standard Touch fail with Steady Hands up. If it was 10%, Standard Touch with Steady Hands up would fail 10% of the time. If Steady Hands added 20% of your current success chance instead of 20 percentage points flat, it would fail 4% of the time.

No, percentages are additive in this game, not multiplicative.

People say this all the time, but I've never ever failed any 70% Success or higher Action when I activate SH II and as long as I dont fail a single time, its additive for me

This is true people who macro script will know when you steady (20%) with standard touch (80%) all day long, you will never fail. And we all know how many stacks of those we go through on mats.

We have seen 98% NQ, but we haven't seen steady+standard fail. Thus, if there was even a 2% chance of failure, then it would have happened on someone's watch already.
