This is exactly my sentiment. They seem to think that having a 1.0 character automatically makes you 'economy breaking mega rich'. Most players aren't like that. There should really be a better criteria for transferrals. A good benchmark would be what level of wealth you had when 2.0 launched. If it is over a pre-determined threshold, then you are deemed dangerous to a new economy. If not, then you should be free to move. Many MANY new players are far richer than I am.
Besides, as I said in a previous post, they cut 1.0 gil down by 9/10ths, and they are limiting how much gil can be transferred. What’s the problem here?
