I'm just going to play devil's advocate here (or White Knight as some will term it I'm sure), but not every post on the forums, helpful or not, deserves a personalized response from someone from the community team. They monitor these forums quite frequently (as I'm sure you can tell by the moderation of the threads you outlined) so I'm sure SE is aware that there are issues.

You have to realize that there is a disconnect between the NA and JP offices due to language and time zone differences so the NA reps can't always give an immediate response to everything. Once SE can narrow down whatever the issues are that are causing the game to have latency problems for people you can be sure they'll post something about it. I think I'd rather let them work on it and tell us when they actually resolve it rather than making a post everyday saying "nope we still don't know what is wrong".
