If fates are so boring don't do them just level up at a slower pace doing something u enjoy. Why are you in a rush to lv a 2nd 50 just take your time 2nd time around and enjoy yourself and the game.

#3 i don't think would be practical as people may just be running by and join the FATE but then leave the FATE... then the difficulty could be too high for the few that are really participating... and if you have the difficulty lower too then then it would be a rollercoaster of scaling cause of the people joining and leaving the FATE#3: Difficulty scaling to FATEs (monsters level up depending on participant amount though the rewards stay the same, maybe some extra-hard enemy pop-ins if some massive FATE train comes in etc).
#4: Automatical FATE party join when you/one of your party enters the blue circle (sort of like Rift has, I think).
#4 would hurt people who are in the duty finder. cause i like to queue in the DF then FATE grind while i wait. if i join a party it automatically kicks me out of the DF so i wouldn't be able to do FATEs...

#3 I don't see how in the same vein the next bunch of enemies wouldn't be able to scale back down to lower levels and/or numbers if people leave. That's how it works on GW2 too.#3 i don't think would be practical as people may just be running by and join the FATE but then leave the FATE... then the difficulty could be too high for the few that are really participating... and if you have the difficulty lower too then then it would be a rollercoaster of scaling cause of the people joining and leaving the FATE

#4 Your argument sounds more like a duty finder problem. It just needs "leave your current party to attend to the Duty now" mechanic. You already should need that due to your chocobo companion too.

When I got tired of Fate Grinding I always found that Dungeons where a good way to level up and don't forget the EXP bonus like Rest, Well fed and I think a FC action gives you another EXP boost from battles.
I don't think Mobs in dungeons need a EXP boost. Considering you are getting loot as well where you wouldn't get loot from Fates. I'm a LV20 Conjurer *2nd class* and I've done copperbell mines twice, got myself some awesome loot and each time I entered I leveled up.
That's your solution for less boring leveling?!Use the exp chain system. Make a group>> Find a pack of monsters a few levels above you>>> kill
