If you are in the US, it almost certainly will.
Going from the jp legacy I started on to the US one I'm currently on, I went from zero issues on titan to having to randomly run around and hope.
(In my case jp gives me better connection)

So going from JP legacy to US legacy made things worse? That's what i'm trying to understand. I've been asking around and many ppl tell me that JP servers actually are better & more stable as they have been around the longest. If that's the case I'm wondering if I move things may get worse for me instead of improve. If it indeed is universal design for this 300ms server check then it's the server and not connection. I've watched Mr.Happy's video on DoTs & HoTs and I was a bit shocked to find out that they all tick at the same time regardless of when they are casted because the servers time everything.. that's probably where all this mess is tied in.. everything is tied into the 300ms server re-checks, including positioning. Running around randomly or casting/using a skill after you move so the server "refreshes" position is an unnecessary hassle & just a workaround that players should not have to deal with.

Thats in my case, because I'm in asia and get better ping to JP, in your case I'm assuming you aren't in asia, in which case NA/EU servers will give you better connection.(All the NA/EU ones are hosted in Canada right now I believe).
Its do wiith my location to the server, nothing to do with server stability.
