Apparently it won't have a hard drive, so I doubt a port would be possible.

You could, but at the same time WTF is Nintendo thinking not putting an HDD in the new console? Don't get me wrong, 8G is a big step up from the flash memory on the Wii (Only 512MB IIRC), but seriously, HDDs aren't THAT expensive.
SE had an Xbox360 version ready to go but could not come to an agreement with Microsoft over XboxLive. I don't know if they have continued to work on it along with the PS3 version but awhile back SE said they could have Xbox up and running in just a couple of months if they reach an agreement.
As for the problem with XboxLive, it has nothing to do with the servers or the hardware or anything technical...it is all about $$$!
Microsoft ran FFXI on the Free Xbox Silver and never made a dime from it. Now they insist FFXIV run on Xbox Gold so that they at least get that revenue but SE does not want users to have to pay Twice to play.
I however have a Solution: Allow Microsoft to be the Sole Distributor for FFXIV through Xbox Live so they at least make money from retail sales but still have it playable on Xbox Silver (free) but SE still gets the monthly fees.
