Like the attack on highbridge does one of two fate depending on if act 2 wins or fails.
You might need to fail one event and win the next which is why it could be very hard to find.

I really hope that's not the case since with the amount of people I see hanging out for that fate or others like them (at least on my server) good luck ever convincing people to let it fail to find out :/

could the blue bird come from a leve? i mean we can get them from stores, fates (stores after completing a fate with gold) quests, dungeons, crafting, gathering, the only thing i haven't seen a minion from is a leve. so maybe it's from a chest in a specific leve or after..i don't know so throwing a suggestion xD

I'm pretty sure those minions are from PvP points used to purchase it, similar to that of baby doe and baby raptor purchased using tomes.
