WoW has always been that way as well if you jump forward in progression you can't go back to a previous boss.They probably made it this way so it would prevent the inevitable drama that would ensue where you clear turn 1 with a pug just to have to tell them "nah guys I cleared the rest thanks for the loot I may or may not have gotten". Only game I've really known to do anything like that is WoW but the fault there is coming into this thinking everything will be like WoW.

Coil =/= Raid Finder. They already said they are looking into Crystal Tower using the same mechanic, where you can't get loot from bosses that have already been beaten by you, but you can do them again for other people.
