RMT spam fixes need to happen sooner then later

I must be made of a different mold than you guys. While i find it annoying, I take measures of my own to counter it. I have turned off shout chat

That's great for people who don't care about city shout channels, but not so great for crafter's looking for work or people looking for melds or basically anyone looking to form a group on their own server or otherwise communicate with others.
