If you aren't in one of the fate groups, it's really the only way to get a decent rating, hence, turn items in. Same reason probably they do the lambs, if you can't tag fast enough, why bother? It's faster and more efficient for those not in groups to get the fate done faster so they can move on to others. Doesn't make them trolls, just accept it and move on. Until they change it where being in a party has no benefit, that's the better way for those not in them.
