It might be because they had bigger concerns which is understandable. The errors, the long duty finder wait, the glitches/bugs, and such. I'm doing this just as a precaution. So they won't forget about vanity slots. Especially as a tank who wears heavy armor. I miss seeing my character's face in battle.

Priorities - there are far more important things that need to be worked on and added asap, for example more content and fixing queue system on the Duty Finder. So even if they have an Expansion pack ready, they shouldn't release it right now, things come in strides. Also they never said it would be finished before launch, they said it would be looked into (initial comment on it) then it will be added sometime after launch.
