A group of full DL+ Relic weapons will do alot more damage then a group of AF+level30 trash weapons so yes it does go faster.

When iLvl requirements get slapped on instances, then all this " You're too undergeared because we say so. " will end up being irrevelant. At this point you can meet the GAME'S requirement for the iLvl and tell the people wanting you to be overgeared for some fight to go take a long walk off a short pier for THEIR ludicrously huge requirement of overgearing for everything below that iLvl dungeon to go take a long walk off a bloody short pier.
