As for my thought- lancer's Impulse Drive much more better, than pugilist's True Strike. If GL will be more than 12 seconds no one will use True Strike. Is it right, that class skill is not so good, as cross-class skill?

Shoulder Tackle must have lower CD and must give 3-stack GL buff. In that case it would be a good begining of the fight

You can't compare single skills.
It's like saying Scholar's are better healers because Physick is 400 potency and Cure I is 300 potency.
