I think you missed his point. Players that are 'deserving' of an up vote (or perceive themselves to be) are potentially not going to get up voted for any number of reasons, and as such will come to the forums to complain about it, especially since material rewards are attached to the system. I was going to list off a bunch of scenarios, especially ones inspired by similar system used by LoL/DotA2, however the key thing here is that you are receiving material rewards for 'good behaviour'. As such, there is potential to groom the population into a more positive one, however how do you expect the rude players to act when you don't up vote them? Seems like another bit of fodder to abuse people.
