Option to choose which quest to track?

there was until Open Beta. apparently the devs don't like it if you 'skip' quests so they force you to track seemingly random quests now.

I thought that I had seen the option for it in early beta. Didn't play in Open so I thought that I was misremembering things when I couldn't find it on live. Also, quests are automatically tracked in the order that you accept them. Older quests are pushed off of the list to make room for newer ones and don't come back until you clear out the new ones.
