Throwing out means getting rid of in development e.g you throw out a system in favor of another that does the same mechanics better, holding off means not implementing something till x time frame.

Actually i'm pretty that's all it would mean...nothing to do = no function. Doesn't mean no functionality but it means they are useless now.

Either way, there was recently word from the devs that Player run companies are no where near being out of the picture.
