doesn't that defeat the purpose of having a provoke system? the whole tank system is suppose to remove people from the priority list and put themselves on top of it regardless of how long another player was engaged.

if you have been fighting a same guy for a wile and a new and weaker one jumps in you will just push the new one away and fokus on the one you have been.
also the thing with FATEs enmity is that the more you got the more XP you get from it. it was something that was an issue in Beta the tank just jumped in the last 10 sec and provoked and got 100% FATE reward.
wile others didnt get anything or just 5%
