Actually it does. Read the second page in the booklet, watch the intro cs before logging in ffxiv. It explains it. The system is set up on how the lore dictates. Lore isn't just the story we play through, but is the "why" in how a game does content.
Like the reason why ffxi had the rank mission was we were new recruits to those cities, pretty much soldiers.
