not a bad suggestion, However to avoid abuse it would need to have guidelines.
Like say
1 point generated per week, to upvote or downvote. you can only upvote people not in your FC, Linkshell or Friendslist. Your upvote gets removed if they get added to your friendslist FC, or Linkshell. It will be returned to you to use!. Downvotes stay no matter what. if you downvote even if they become your friend it sticks. the system is purely cosmetic, a person with 1000000 downvotes can still Q and participate in activities as normal.
oh and its tracked via the SE account, No making a million characters to upvote yourself you only get one per account per week

If anything, allow an ability to give only a positive rating, via each unique user (so, you know, your bff doesnt rate you up a billion times).
A big NO for the ability to give negative feedback. That will always be abused.
some people will give you a bad rating just because you win an item roll over them.

Honestly, does anyone really think SE would actually provide us with a means of "blacklisting" their own paying customers? They are not going to do anything to interfere with the enjoyment of the game for even poor players. That would be bad business.
if you do not wish to be subjected to the whims of random strangers, dont use a tool that will place you in a group of random strangers
I'd like it if it only allowed positive feedback (or no feedback at all).
You always can't always tell what the source of the problem is. It might look like the healer can't heal, but maybe it's dps taking too much damage.
