This game is still about forming friendships and community. Yes alot is solo friendly but at the end of the day we are compelled to find others to adventure with.
The OP states he wants this to know what he is partying with in Duty Finder (an assumption). Join a Free Company / Linkshell try them out if they do not meet your standards move on. There is such a diverse group of players you can surely find a good fit with out the need to rate someone.
A rating system is not needed worst player threads are not needed best player threads are not needed. It all no matter how well intentioned is also open to abuse.
I'd like it if it only allowed positive feedback (or no feedback at all).
You always can't always tell what the source of the problem is. It might look like the healer can't heal, but maybe it's dps taking too much damage.
How about a simple Facebook-style "Like" system?
No negative comments. Just "Like" the player if he was nice/did a good job/etc.
"I'm paying 10gill for likes! Step on up and get paid!"
I'm just sayin' I saw it in Lineage 2 and I doubt humanity has evolved much since then. If its exploitable to the point of it being useless then people will do it.

My issue with this is the same as everyone else's. It would most likely get abused.
A vote to kick feature would be at least somewhat better(although probably abused as well). If a party votes to kick you then fine whatever you can re-queue and move on with your life but if someone gives you a bad player review, no matter if you deserved it or not, it will stay with your character.

Such a feature would be unfair and biased. You could have done nothing wrong and someone could simply give you negative marks because they don't like your character's race/class/job/appearance/posture/<insert other dumb reason here>
I LIKE the fence. I get 2 groups to laugh at then.
