It wasn't that way before.
Basically they are saying "here, have a cake ton of SP for very little work, instant gratification! But wait wait, not so much, don't choke on it". Leveling has become a lot more fun since they pumped up the SP, but it'd be over way too fast if there was no surplus.
There's a difference between PUNISHING and BALANCING. SE is just making sure you don't choke on the double layered cake they are giving you.
People need to stop obessing about getting their jobs to 50 and start focusing on creating a well rounded character with skills from every other job. And even doing other things.
This isn't called rush-to-the-top-XIV. And hey, if you wanna rush to the top go ahead, no one's stopping you. They are just making it harder. Why do they need to facilitate it for you? They are already giving you mad SP.

Surplus or not; I still got 7 ranks in a weekend with surplus and would have ranked up more if people weren't scared because of that useless homeopathic pseudo-restriction. Surplus is a fail and I'm glad they're getting rid of it. Ranking up shouldn't be challenging. Dungeons, NM, instances, whatever other content that's not related to ranking up a job should be. yes nerf-nerf-nerf-nerf... and even more nerf. we want more nerf in game. We all know people do like nerfing, best part of a MMO is nerfing and there should be more nerfing than content /sarcasm
