I will post, but I know fairly well my isp for a lot of reasons I won't go into detail(too long and doesn't matter here), they are never throttling the p2p since it's one of their main sellers, I will double check with them and post the info, so thanks, but also consider that all my friends and people I know from italy(and some other countries) have the same issue, in different strokes.I'll try and check but I find strange that the only non-eu datacenter game makes me horrible at the game, and all others magically I never have lag issues...what a strange coincidence..http://forum.square-enix.com/ffxiv/t...P2P-throttling This sounds more like your problem than the data centre location, same goes for other people in this thread.

The ping ranges you posted show you don't have a latency issue to the server location as you are well within the acceptable range for MMO's (i have played many from EU/UK to NA servers including action combat ones). Also the game is programmed that certain skills take effect a split second or 2 after their animation. Most notably healing, you don't get healed at the same time as the animation you get it a little bit after the animation, which is why sometimes people will die even when the healing spell lands because it's not set to register till a small pause after, the same goes with "instant" cast abilities you don't use another instant cast off the GCD ability after it because you have to wait for it's animation to end before using another.
Also not to mention there is a small carry over from FFXI if you stun an ability too late even though it's cast bar is almost completed it will still go off, it's the same for players when they cast spells if they move before the spell is completed it will go off.
