I was thinking perhaps have magic and weapon skills on separate cooldowns, but other that that I've had no issues with the pace. Also, skills you get from guilds should have their own own CDs IMO.

Aren't they already? Skill speed reduces GCD after weapon skills, Spell speed after magic. It might be hard to tell because you can't really distinguish between 2.4s and 2.5s
