SE said they're actively looking into it. They did not say "no". The first part of any change will be design and costing. But if the problem is a few hundred AFK per world, yet a few thousand are trying to log in, getting rid of the few hundred won't make much of a difference. And when the worlds are less congested after fixes and whatever, the pond scum won't need to stay logged in while they are away for hours if they can log in and play whenever they want.

FFXI didn't need to kick AFK people. It even has a "bazaar" feature for selling items unattended from each character, and a well-known location to park your character while you slept or were at work, so the rest of the world could buy your non-AHable endgame items during their prime time.
