Equalize EXP/reward rates for leveling methods?

There are other ways to gain seals you can do GC Collection Quests or GC Leves but GC seals should not be rewarded for every aspect of the game, going to a dungeon has nothing to do with your GC so why would they reward you. Your reward for the dungeon is the loot in said dungeon.

fate has nothing to do with GC as well, why does fate reward seal?
