Is it possible for it to be an ISP issue while someone else in the house using the exact same network connection is having no problems? And if so, which VPN would you recommend? I've never used one before.

No, not really, unless that other person is infact using VPN. Also, did you play at the same time? ISPs usually only throttle traffic at certain times of the day. If you did play at the same time and only you had the problem, your problem is most likely something else.

I've only tried one VPN and that's Spotflux which fixed the issue for me. Of course VPN comes with its own stability problems, so while it made the game much more playable, it's not what I would call a permanent solution.

I tried 2 different VPNs, one being Spotflux, the other was proXPN. I still got 90k'd on both.
