could be some weirdness with your Windows TCP parameters. www.speedguide.net covers a lot of tweaking you can do that can resolve some latency issues in specific cases. Here's a link to some specific ones for Vista and forward that may help a little, may be worth a read in general:

I've been re-downloading the game at a steady 0.77MB/s. I went through your link editing the values to what they recommend and now it's a steady 0.82MB/s, I don't know if it's pure coincidence and just normal fluctuation or if it's because of that link but anyway, thanks.
