Okay SE, here is some advice on how to possibly cope with all these issues.
First, you need to AFK disconnect people. Currently you can log in, then walk away for 10+ hours and your character stays logged in and takes up space on the server. Institute an AFK boot, and I bet you'll find alot more "room" for people trying to play. Problem is currently people log in, and then leave their toon there because they know if they log out they will never get back in.
Second, create more US/EU server and ask for people willing to transfer their toon. Again, probably at least 1/2 of the people will be willing to do that.
Third and most importantly, its about time that the community get addressed from someone at SE. Im not talking a quick blurb on the wall about maintenance. Im saying a note from one of the producers explaining the issues and what the community should expect.
People generally understand games having issues. Anyone who has played a MMO knows the launches have problems. What is making this bad for the community is all the uncertainty. If I log in and get told I have to wait probably 3 hours to play, thats better than what is happening now. Right now people are just continuing to try and log on because thats what they are told to do.
The good part for SE in this is people at least enjoy the game enough to put up with all this and are at least now, still complaining instead of just leaving.

The problem is, it's not the AFK people causing this. It's SE LOCKING the server.

The problem seems to be more with the log in server, and the instance servers, probably because duty finder is for all servers instead of just your own that it's causing this issue. The instance server needs to be able to support all subscribers while the world servers don't. Since the instance servers (which we are starting to think are tied into the log in servers) can not handle it, that is causing the crashs.

SE themselves are locking the servers and causing the "World is full" error to regulate the amount of people logging into the game at one time.

Now if we are on the server itself and it's giving us high que times or very laggy, THAT is the overpopulation, the whole "World is full" error is just SE telling us no we don't want you on right now.

Before making tips please learn how network works the problem is not the server itself it's between the login server and the server

    So disconnecting people won't work

you dont know their setup either, so stop criticizing others for trying to help, you all are just "guessing" which server is tied to which. you should not have posted anything here. move along, the toilet is down the hall.
