This is their first time launching an MMO with regional datacenters in Montreal. The JP servers were tested for a long time before launch, which is why they've worked out the kinks. That's why the JP servers have no issues while the NA/EU ones do. I'm personally happy that they've finally decided to put datacenters in NA. As a player on the East Coast with a not-so-great ISP, getting hit by AoEs in Ifrit (Extreme) no matter how much I dodged due to latency was probably one of the more frustrating things about 1.0. They're launching these servers to alleviate these problems and make a better game.

I won't say... "It's SE, you should expect things like this." I will say... "It's Launch Day for an MMO, you should expect things like this."
