    She needs to go back to the last city you visited and pick up the quest there.
    You're sent to Limsa by one of the retainers outside the door to the council chamber..
    It's not a bug you just missed the quest giver (not surprising as I've noticed the quest icons are flickering on and off under server load)

    I've noticed the meteor quest symbol vanish a few times myself today, so could be easy to miss it
