Which isn't all that easy. You see, in 1.0 an RMT could make a character, log in, do one cutscene, equip lvl fish gear, open a shop and RMT fish all day and then equip an alembic and craft money making shards all day. Shards would be sold off these level 1 characters and because they were so valueable it would bring in enough gil to sell.
In ARR, an RMT could make a character, have to lvl that character to 10 do the quests for the classes to 10, do the main story quest to 10 and then equip his rod. Just one problem, lvl 1 fish gear is seriously junk very quickly. Not only that, he can't sell his stuff for gear until lvl 20...
You get what's happening here? There's no need to lock fish completely out of the market for RMT. You see, RMT don't just need to make gil, they need to make enough gil to sell and enough gil to sell at a PROFIT. They need to make millions with minimal effort.
ARR from the get-go sets up several hurdles. In the case of fishing, bot fishing itself is fairly easy. It's getting their that's difficult. Also, Yoshi alluded to new measures to catch botters. And you will never make enough gil on fish alone to sell for a profit. It takes too much effort and you will probably get caught botting.
And really that's the lynchpin here. If the anti-botting measures aren't strong enough, even the highest hurdles will eventually be overcome. Once in position a bot fisher can still make gil if the bot stays there long enough. So those anti-botting measures will be extremely important to discourage the most determined botters.
