• 1. You just missed the before-Phase 4 Transfer, sorry. =[ You'll have to wait maybe 6 months for SE to open up world transfers and probably have to pay real money for it.
• 2. CE Items are tied to your account, unlike say Goobbue Horn which is tied to your character who obtained it from the Wandering Minstrel. So as long as you have the CE stuff applied to your account, any character you make will obtain it from the Moogle.

For the extra bonus question, next time if your downloader stuck/show download/ error, you can try;
- Close downloader in proper way. Then restart. It seems can fix some ppl's download speed too slow problem.
- Locate your patch files @ /my game/ff14/download/patch/weird number and letters folder/ it's inside one of them
Find these H2013.07.02 files and copy them outside. Delete some maybe corrupted patch files then restart downloader. This will fix some stuck/corrupted problem for downloader. the corrupted one is usually the one you are downloading but r0. If you are not sure which one is broken, remove them all, and replace them one by one...replace, start downloader, close it, add next file. But

There are also some other language system problem, but it will only happen if you have japanese version of installer, sometimes...

Also like to get a pre-boost(if possible on new servers) on phase4. I just couldn't with stand logging in with token etc to get disconnected every ~6min's. After a few hr's of relogging in to start downloading to d/c I just gave up=(.

@@: make sure your ip is static, some internet provider give people floating IP to protect their users, but the software of ff14 doesn't like it. Also, how fast is the downloading speed you are getting? sometimes, maybe it's firewall or anti-virus software that they don't like P2P style which ff14 downloader is using.
