Instead of doing this you can just rename the FINAL FANTASY XIV-A Realm Reborn.themepack to FINAL FANTASY XIV-A Realm Reborn.rar and extract them with Winrar. 7zip works too. And I imagine any other program that can extract files.

Abriels worked well for me. Although instead of using it I conbined all the stuff from this theme pack(wallpapers), the older theme pack(sounds, wallpapers) and the theme I use and love for the windows menus.
