The problem is indeed that there are reference to Japanese files in the theme. Either western operating systems can't read them, or they simply can't find them in your system.
I fixed it real quick. You can grab it here while Square Enix gets around fixing their own file.

OMG thank you! It now appears in my themes and I can select it. How do I switch between background/wallpaper pics though? First Midlander was there, now a Roe ... does it just change like a slide show? Not much happening. I was hoping to just choose one of the images as a wallpaper. You can switch between wallpapers by right-clicking on your desktop and choosing "next background".
@Abriael: The problem is apparently, that the filenames were saved as ANSI instead of unicode/utf-8. That means that for western OS the symbols don't decode to anything meaningful, because we use a different codepage. So the reason why I was able to install it was indeed because I have my language for non-unicode programs set to Japanese...

In the new file, is the audio not there? or does it only work for windows 7?

Theme is neat and all for the PS3, but for me when it's on a wallpaper that takes up the full screen, I can't even read the white menu text in the XMB menu.
Abriael, I linked your article in the Beta forums too (Reinheart thread). In your article, it says to create a subfolder "THEMES".
