I kinda thought the girl had a folded up gunblade (kinda like lightnings) in one of the cutscenes but maybe it was something else and I wasnt paying attention enough. The outfits they are wearing though look very much like they are meant to be from the future and are here to maybe observe some event that is supposed to take place in their past. The way they kinda talked during the 3 cities pep rallies kinda made it seem like they knew a little about whats to come.

I thought the same thing. They could be from the future, or maybe they're from a more advanced civilization (time travel seems a bit worn since XIII-2 and WotG). Their posture, attire, and adornments peg them as very rich students, but except for Sharlayan I don't think there's anywhere in Eorzea that would provide such an in-depth education.
