That server isn't located in a game data center. Even worse, it is a sort of umbrella name that resolved to different servers based on how you access it (web vs ping) and what part of the world you are in. To estimate ping times, see below.

The AOE circle thing may or may not be related to network latency (ping times). From what little I've read, it could just be something SE needs to adjust during beta.

As for checking ping times to SE data centers, people have been using the following hosts to estimate network latency:
jp.square-enix.com or 202.67.53.202 (for "JP" region)
square-enix-montreal.com or 184.107.107.176 (for "NA/EU" region)
