That completely depends on where the datacenter is located. If its located at the West Coast region, then yes. If its located at the East coast, then no. Then again, it's not just the straight line distance that counts. What you need to know is the amount of network "hops" it takes from your location to the designated datacenter in either the NA or JP (including the amount of packet losses along the way) in order to determine your ping.
If you're closer to JP, but you have a lot of packet loss, then it might still be wise to select a NA datacenter. However, it it goes the other way around as well. There is a reason why Yoshi-p suggested that you create a character on a server located in each datacenter in order to determine which one suits you best.
In general, most EU countries have a better connection to NA Datacenters then they have with JP Datacenters.
